Item 4 Matters arising from minutes
J.Hart Regarding Junior Novice Championships – should be 0 – 10 bouts not from 2 bouts. Proposed J.Hart to raise at North West Counties seconded Y.Hussain.

ACTION: K.Williams to raise the matter at the next North West Counties meeting.

The issue of Insurance was raised at the recent ABA AGM. It was stated that Clubs are covered within the Club if neglect can be proved. We are not covered for Athlete to Athlete injuries. If we were to acquire such cover it would mean a substantial increase of payment from each Club.
KW met with Stephen Murphy a Director from Henderson’s Insurance Brokers who were appointed by the ABA in October 06, he shed further light on the issue and stated the following.
By law the only cover required within a Club is Employers Liability. Obviously as voluntarily run Clubs this is not required within our gyms. He stated that the current Insurance Policy covers Events, Championships and Club Shows controlled and sponsored by the ABA.
He stated that it is good practice and extremely advisable for each Club to take out a Public Liability Policy on top of their current ABA Insurance. The cost of this via Hendersons would range from £300 to £1,000. However, if approximately 30 Clubs from the East Lancs Divison took out this policy Hendersons would charge £200 for the Annual premium.
He stated that nobody thinks about Insurance until something happens, when of course, it is too late. E.Peate stated that the NABC policy was only about £70. EP suggested that we obtain a copy of the ABA policy including small print and we obtain copies of the Insurance Certificates for each gym so that they can be displayed publicly which is good practice for all clubs. All in favour.
ACTION: K.Williams to obtain a detailed copy of current ABA Insurance Policy and write to the ABA asking for Insurance Certificates be sent to all Clubs.

EP then proposed we obtain a copy of the NABC policy and compare the two policies.
All in favour.
ACTION: T.Norton to obtain copy and forward to KW.

The ACTIONS from the minutes were then discussed.

The Disciplinary Committee met regarding an incident which took place at Everton Park during a Championship Event last Season. Wayne Heywood had subsequently apologised for his actions in writing.
It was decided that Wayne Heywood be suspended for 12 months from Amateur Boxing and this sentence be deferred for 12 months dependant upon good behaviour for that period of time. This sentence is to commence forthwith.
All Agreed.

A discussion then ensued regarding the incident which took place at Tameside Elite on 11th April 07. EP stated that this needs to be dealt with immediately. JH proposed that we move forward with the Disciplinary, seconded by SW. RB proposed that we suspend Alan Cesay from any connection with Amateur Boxing until the outcome of the current police investigation reaches a conclusion.
All in Favour.

ACTION: K.Williams to write to the Head Coach of Stalybridge ABC (Carl Stanley) and notify him of this suspension, ensure that he in turn notifies Alan Cesay and returns the Coaching Card of Alan Cesay to the Division.

ACTION: K.Williams to write letters of thanks to George Brugnoli and Alvin Finch for their excellent work and Divisional fundraising efforts. COMPLETED
Action: Appointments Secretary Mrs Pat Richardson to contact John Cain from Manx ABC to discuss a matter. COMPLETED

K.Williams obtained the answers to the following questions verbally.
E.Peate asked the following questions. “Once the forms have been received by the ABA, for an individual to sit on a Commission who makes the decision on who is successful?”
Answer: the Board of Directors.
“Secondly who selects the Panel who makes those particular decisions?”
Answer: The Council at the ABA AGM.

Dr Wren refuted these answers. EP seconded.

Ongoing ACTION: K.Williams to obtain answers in writing from ABAE office.

A discussion developed regarding squad sessions. Due to clashes with Championships these had to be cancelled. Hopwood Hall is now fully booked with England squads.

Ongoing ACTION: John Hart assisted by Training Committee to review dates, venues and available Coaches for squad sessions and report back to the Exec.

A discussion ensued regarding the appropriateness of inviting Juan Thomas from the Isle of Man to a future meeting to discuss the fact that the Isle of Man will be hosting the 2011 Commonwealth Youth Games and enlighten the Exec about the current planning for the Event.

Ongoing Action: K.Williams to extend an invitation to Juan Thomas to attend a future Divisional meeting.

A discussion ensued regarding the low attendance at Championships.

Ongoing Action: TO ALL CLUBS – volunteers from Clubs including their members are required to set up a Marketing and PR Committee for the Division and forthcoming Championships.

Action regarding a Coach using abusive language and behaving inappropriately at a Club show.
E.Peate proposed that the Coach in question Brian Roche be brought in front of Disciplinary Committee Hearing before the next meeting.

Ongoing ACTION: KW to write to Brian Roche asking him to attend a Disciplinary Hearing on Tuesday 6th November at 7:00pm at Preston County Hall, Committee Room B, Second Floor.

Letter received from Yakub Patel from Marsh Community Centre, Lancaster requesting Affiliation to the Division.
Contact details passed to B.Simpson and Y.Hussain.

Ongoing ACTION: B.Simpson and Y.Hussain to advise Club on process for Affiliation.

Letter received from Andrew Rea regarding the Affiliation of St.John’s ABC based in Chorlton.

ACTION: W.Nedley and K.Williams to view Club. COMPLETED Club now affiliated.

K.Williams to contact Macclesfield Boys ABC to enquire whether the final work has been completed on their Club.

Ongoing ACTION: K.Williams to contact K.Bradbury. Work now partly completed.

M.Jelley discussed an Amateur Coach working in the corner of a Professional Show.

ACTION: K.Williams to discuss matter with Coach concerned. COMPLETED – Coach has apologised.

E.Peate raised the issue of the inappropriate behaviour of four Boxers whilst abroad on a recent trip in Germany.

Ongoing ACTION: SW, HH, and PA to arrange Disciplinary Hearing. Due to Henry Herbert’s absence at the meeting a decision is still pending.

Item 7 Honorary Treasurers Report
Current Balance Sheet not yet ready.
Loss made on recent Junior Novice Championship. Request made to reimburse half of the expenses. All agreed. All agreed to pay flat expense to KW. Discussion regarding paying for W.Nedley to have a laptop to allow access to the internet for CRB tasks. Proposed EP to claim costs from ABA. All agreed.
ACTION: K.Williams to write to the ABA
Bands purchased to be worn at Championships and must be kept on at all times and not passed onto someone else.

Item 8 Boxing Development
KW spoke about his forthcoming Event at the City of Manchester Stadium on Sunday 14th October. (See attached Flyer). The Event will be free of charge and showcase Amateur Boxing through demonstrations as a Recreational, health and fitness activity and as a Sport whereby competitive excellence can be achieved. The overall aim of the Event is to raise the profile of the Sport. A promotional photo shoot took place on Monday 1st October with Ricky Hatton and Micah Richards (Man City and England) at Ricky’s Gym in Denton.
All Clubs, Club members and members of the public are welcome to attend the Event.

The gain for Amateur Boxing from Boxing Development and Events such as these are that new monies are being introduced into the Sport. As evidenced by the soon to be interviewed for Bolton Boxing Development Officer post and the soon to be advertised Tameside Boxing Development Officer post.

There was a general call for more Clubs to have shows.
Clubs are also encouraged to post their lists on the Warrior Boxing website.

Item 9 ABAE Business
None to Report.

Item 10 Training and Selection Committee
J.Hart proposed that squads take place in Cumbria, Lancashire and Greater Manchester with help from Coaches. S.Walshaw proposed that we invite Alvin Finch to attend meetings as he is still on the Training and Selection Committee. All Agreed.

There will be a North West Counties V Birmingham Select on Tuesday 13 November 2007 in Nantwich. Any Clubs that would like their boxers to be open for selection, please notify John Hart who will forward information to J Hallam and D Ridpath.

ACTION: Training and Selection Committee to meet to discuss squads prior to the next Exec. Meeting.

Item 11 Adjudication

J.Hart stated that clarification is needed as to who is the East Lancs Adjudicator.
It was agreed by all that J.Hart is the East Lancs Adjudicator upto Association level where Gordon Thompson has that authority.
It was discussed that J.Hart should employ the innovative system currently being employed by Gordon Thompson for the West Lancs area whereby he analytically monitors each Judging slip from every Bout of every show on a master spreadsheet.
He continually assesses Judges individual performances and takes helpful action where necessary.
ACTION: J.Hart to introduce this Judges Performance Review System.

ACTION: K.Williams to write to D.Reynolds clarifying the above.

Item 12 O.I.C. Reports
Joe Elliott reported on a recent Irlam ABC show where no Referee turned up.

The confusion which led to this was discussed at length.
P.Angus stated that in instances where an official cannot make an appointment they should take the responsibility for this and find a replacement before notifying the Appointment Secretary of the change.

Item 13 Affiliations
The Closing date for Affiliation for the new Season was 1st October.
The following clubs have until the date of the next meeting to Affiliate, if not they will be disaffiliated.
Ace ABC, Broughton ABC, Burnley ABC, Cleator Moor ABC, Collyhurst ABC, Hamer ABC, Moss Side ABC, Phoenix Camp ABC, St Michaels, Stockport, Stockport and Brinnington.

A.O.B.
EP stated that Joe Gallagher had requested an award be granted to Joe Murray who is representing Great Britain in the forthcoming World Championships in Chicago. It was agreed that since he is already receiving ABAE funding an Award from the Division would not be necessary.

W.Nedley explained the CRB process and asked for 5 volunteer checkers from throughout the Division to make themselves available to him and he will train them.
